Why did Seven stop short?

Seven and Ten had been going so well this year with ‘fast tracked’ shows broadcast right after screening in the US. But then, with Heroes, Seven stopped short and had a ‘season final’ two episodes short of where the US had got to (before the writers’ strike dried the rest up). Is this part of an experiment to see what happens to bit torrent downloads? If so, I wonder what happened.

Interesting natural experiment. I wonder if there’d be a substantial difference between the scenario in which (a) the local TV channel stops showing episodes while the series continues in full in the US and (b) the local TV channel stops showing episodes just shortly before the series is put on hiatus in the US?
Didn’t the end of Heroes in Australia coincide with the end of the official ratings period? (I’m not entirely sure when that period ends, or even whether it really exists these days.)
