There isn’t a camera on the iPad but there appears to be space for a front facing one. Having used the iPad, it is easy to see that a camera would have been, at best, useless and, at worst, a source of ridicule for Apple. Why? Because if you conducted a video call using the iPad in its natural resting position, the camera would be shooting up your nose. Alternatively, you will need to hold it steady in front of your face. The problem with that is that you can’t do anything else; even if you had multi-tasking. One of the big benefits of a video call on a laptop or computer is that you can still do stuff like browse the web while on the call. So there won’t ever be a front facing camera on the iPad. Now, a camera on the iPod touch? That is a different matter and is ridiculously long overdue.

Predicting what Apple will do is risky.
A front facing camera would open up an opportunity for those making Apple accessories. An iPad on a stand could be a useful video conferencing device.
